Looking at the linked article, it’s obvious that nor did the narrow belief that national governmants could regulate what people view.
If I want to say something my government wouldn’t like, I can put it on the web. If the government tried to stop me (and I felt strongly enough about what I wanted to say) I could affordably host it in any of two dozen countries beyond Helen’s reach.
Even the Chinese with their great firewall can’t completely control what their citizens read. Liberal (Western) democracies haven’t a hope.
